If you toss on mods, there's an even more ridiculous amount of stuff to do. It's really up to you though - Rimworld without the DLC is a completely full game with a ton of stuff to do. It's not a certain area or a certain string of quests - it's stuff that you do alongside all of the stuff you would do without the DLC. It's an expansion that's fully integrated into the game and woven throughout, so it does make the old game new in that sense.
There's a lot of personal preference in that one.
